STANLEY LAI
Chairman
Intellectual Property Office of Singapore
Stanley specialises in all forms of IP litigation and information technology disputes, and is also a commercial litigator. He also maintains a strong advisory practice for IP management and strategy, serving a broad spectrum of clients. In the biomedical sector, Stanley has substantial experience in advising on healthcare and medical regulatory issues concerning medicines, medical devices, clinical trials, product recalls and product liability. Stanley is currently the Chairman of the Intellectual Property Office of Singapore. Stanley is also a member of the Singapore International Arbitration Centre IP Panel and Singapore Copyright Tribunal, and a director of Singapore Technologies Engineering Ltd (SGX-Listed). He has published extensively on IP and information technology law, including the book entitled “The Copyright Protection of Computer Software in the United Kingdom”, and an article entitled “Publisher reigned in on racing data copyright claim”. Stanley is currently an Adjunct Associate Professor of the National University of Singapore. He serves as a Principal Mediator of the Singapore Mediation Centre.
 
RICARDO BLANCAFLOR

Intellectual Property Office of the Philippines
DG Blancaflor was a practicing lawyer before he  joined government. He was fortunate enough to have experienced both the legislative and executive aspects of government work. He is known as an “action man” because of his achievements: At the Department of National Defense (DND), he was instrumental in increasing the salaries of the soldiers. At the Anti-Terrorism Council, he led an active role in the capture of the leaders of terrorist cells. He had received a Plaque of Recognition from the US Federal Bureau of Investigation for his contribution in the war against terrorism.As Undersecretary at the Department of Justice, and as lead of the Inter Agency Council Against Trafficking (IACAT), he successfully obtained convictions in human trafficking and successfully incarcerated key leaders of human trafficking groups, both here and abroad. He is an international resource person on a wide range of subject matters on defense, security, terrosrism, law enforcement human trafficking, extrajudicial killing, piracy and counterfeits.
 
JAMESY LAYA

Jamesy has over 15 years of experience providing corporate finance advisory services to clients in the region advising on debt and equity financing, business and intellectual property valuation  for investment decisions, trade transactions and M&A, restructuring and financial reporting. Jamesy has also been involved with the Intellectual Property Office of Singapore (IPOS) as part of its IP Finance Working Committee relating to the Singapore IP Competency Framework and as a business consultant under IPOS’ SCOPE IP programme. Prior to KPMG, Jamesy was with the Commodity Structured Finance team at Bank of Tokyo-Mitsubishi UFJ and an investment house under the San Miguel group of the Philippines.  Jamesy holds a Master of Business Administration from IESE Business School in Spain and a Bachelor of Science in Management Engineering from the Ateneo de Manila University in the Philippines.

Eun A (Jessica) Park, a national of Republic of Korea, was admitted as an attorney in Georgia, United States of America and holds a J.D. from Emory University of Law and a Bachelor of Arts in English Literature and English Language from Yonsei University in Seoul, Republic of Korea. Before joining WIPO in 2011, she worked as Corporate Counsel in a multinational company in Atlanta, United States of America. After working at the WIPO Arbitration and Mediation Center's Geneva office for three years, she moved to Singapore to take up her new role as a representative of the WIPO Arbitration and Mediation Center's Singapore office at Maxwell Chambers. 
 
JAMES COLLISON

James Collison has served as IP counsel for Western Digital in South-East Asia since 2011.  James is a U.S.-qualified Patent Attorney and a California licensed attorney.  James holds a Juris Doctor from UCLA, a bachelor’s degree in Mathematics/Computer Science from the University of California, San Diego, and a Master’s degree in Finance from the Hong Kong University of Science and Technology.  James has worked as a patent attorney and IP lawyer in Asia for the last ten years.  Prior to working for Western Digital, James worked for law firms in Los Angeles, California, Melbourne, Australia, and Hong Kong.  James is on the General Committee of the Singapore Corporate Counsel Association (SCCA) and is an Associate member of the Association of Singapore Patent Agents (ASPA)

ANG Kwee Tiang (KT Ang) is the Regional Director for Asia of IFPI, the organization representing the music industry worldwide with more than 1,300 record producers and distributors from over 66 countries. He coordinates IFPI's priorities across Asia, leading legal policy and government affairs in the region, as well as developing the legal and economic framework for copyright that is essential for the further development of the digital music business. Mr Ang heads the IFPI Asian Regional Office which is in Hong Kong, and the Representative Office in Beijing. He supervises all the IFPI national groups and collecting societies across the region and is also engaged in an active programme to put in place the legal rights and effective collecting societies for IFPI member companies throughout the region.

Patrick is currently taking on an Asia-Pacific role in FCI Asia as IP Counsel. His regional role includes being responsible for a variety of patent portfolios and business-related activities, such as IP risk assessments and harnessing of IPR. Prior to working in FCI Asia, he has also taken on both global and regional roles in corporations such as Vestas Wind Systems and UTAC. He has a Masters Degree in Engineering from Nanyang Technology University, Advanced Diploma in Business Administration and a Graduate Certificate in Intellectual Property from National University Singapore. He comes with over 10 years of working experience in enterprise IP Management, utilization of IP rights and risk assessment evaluations for new products and trademarks.

Soo Earn leads Deloitte Southeast Asia's Mergers & Acquisitions practice and has extensive experience supporting strategic and financial investors in their domestic and cross border transactions. He is a Chartered Financial Analyst (CFA), a Fellow Chartered Accountant of Singapore and a Fellow member of the Singapore Institute of Directors. He holds a Bachelor of Accountancy and a Graduate Certificate in Intellectual Property Laws.  Soo Earn is a Board member and Audit Committee Chairman of Intellectual Property Office of Singapore. He is member of Institute of Singapore Chartered Accountants, Financial Reporting Committee (FRC) and serves as the Chairman of the Valuation sub-committee of FRC. He is also a work group founding member of Institute of Valuers and Appraisers of Singapore (IVAS), Singapore Accountancy Commission. He is recognised as one of the top 300 IP Strategists in the World by Intellectual Asset Management in 2013 and 2014.
 
NEVIN CARMICHAEL

Nevin has worked within private practice intellectual property law firms and in-house corporate legal departments in the US, UK, Australia and Singapore. His technological expertise in patent prosecution is broad and includes medical device and instrumentation, computer hardware and software, telecommunication, mechanical and semiconductor applications and technologies. In particular, Nevin has a keen appreciation and understanding of the subtleties associated with securing patent protection for business methods and computer software applications. With extensive experience in international IP, Nevin advises on matters ranging from strategic management of international patent portfolios, to opinions on product clearances, patent validity and infringement. He often conducts intellectual property awareness and procurement presentations.

As head of the IP Management Consulting team at Thomson IP Management Services, Adam E. Jaffe, Director, IP Management Consulting Services, brings more than 15 years of management and technology consulting experience, having worked on a wide rage of projects, including intellectual property management, matter management, electronic billing, and document management. Mr. Jaffe’s consulting experience includes requirements analysis, best practice advice, process redesign, systems implementation, and technology assessments and planning.
 
CANDRA DARUSMAN

Mr. Darusman, a national of Indonesia, had previously lived in the former Yugoslavia, Mexico, the former Soviet Union and Switzerland.  First joined the World Intellectual Property Organization (WIPO), Geneva, in April 2001, as Consultant, now he holds the position as the Deputy Director at the WIPO Office in Singapore.  Prior to 2001, he was the General Manager of the Indonesian Collective Management Organization (KCI), a position which he held since the establishment of the organization in 1990.  He was also the Secretary General of The Indonesian Musicians Foundation (YAMI). He is an economist graduate (SE – PhD. candidate) from the Faculty of Economics, University of Indonesia, and from 1982 to 1985 was a researcher, lecturer and served as assistant Professor at the Faculty, specializing on Macroeconomics and Micro economics.  From 1986 to1987 he worked as a banker at Citibank and in 1987 he entered into the music production and recording business.  From 1987 to 1991 he served as Director to the Indonesian Guild of Composers.  From 1994 to 1996 he was appointed a member of the Indonesian National Copyright Council by presidential decree.  He served as Director of the Indonesian Musicians Cooperative (KOSMINDO), a small and medium enterprise cooperative with the task of seeking venture capital for artist-entrepreneurs.  At the same period Mr. Darusman was also an active member of the Anti-Piracy Coalition of the Indonesian copyright industries.
 
ERIK WILBERS

Arbitration and Mediation Center World Intellectual Property Office
Erik Wilbers is the Director of the Arbitration and Mediation Center of the World Intellectual Property Organization (WIPO).  Maintaining offices in Geneva and Singapore, the WIPO Center provides global services for efficiently resolving technology and intellectual property (IP) disputes without court litigation. Following studies in The United States and The Netherlands, Erik was a research fellow at the Max Planck Institute for Intellectual Property Law.  Before joining WIPO, he practiced with the law firm of Clifford Chance, was on the legal staff of the Iran-United States Claims Tribunal, and headed a division of the Compensation Commission of the United Nations Security Council. Erik oversees WIPO’s provision of resources to IP stakeholders to help them conclude their disputes in a time- and cost-effective manner.  The WIPO Center’s role focuses on the appointment of quality arbitrators, mediators, and experts, and on the safeguarding of the efficiency of the proceedings.  WIPO cases mostly concern contractual disputes (e.g. patent licenses, software development, trademark coexistence agreements, pharmaceutical distribution agreements, research and development agreements), and furthermore concern non-contractual disputes, for example in relation to third-party patent infringement. Erik furthermore oversees the management of Internet domain name cases filed with the WIPO Center and the creation of dispute policies in this area.  He is also involved in the development of on-line case systems and other methods aimed at increasing the efficiency of dispute resolution.
