Atty. Rosario T. Setias-Reyes, or “Rose” as she is fondly called by friends, was born in Allen, Samar but grew up in Brooke’s Point, Palawan, where she finished her primary education as salutatorian at Brooke’s Point Central Elementary School, and her secondary education, also as salutatorian, at the Sacred Heart of Jesus High School.  She graduated cum laude, with the degree of Bachelor of Arts, Major in Political Science, at the University of Santo Tomas, and right after took and finished her Bachelor of Laws, also from the University of Santo Tomas. She took the 1973 Philippine Bar Examinations and was admitted to the practice of law in May 1974.  
 
Atty. Rose joined the National Investment and Development Corporation, an investment subsidiary of the Philippine National Bank, then one of the biggest commercial banks in the country.  In 1984, she transferred to the Construction Development Corporation of the Philippines (now, Philippine National Construction Corporation) and then went back to the banking industry where she rose from the ranks and finally got the position of Vice President for Legal Affairs.  Thereafter, she resigned and put up her own law firm.  It was then that she got actively involved in the Integrated Bar of the Philippines. 
 
Her active involvement in the IBP started in 2003 when she got elected as Governor for Greater Manila Region, composed of the four (4) IBP Manila Chapters and Quezon City Chapter. In 2007, she was appointed as IBP National Director for Legal Aid by then IBP National President Jose Vicente Salazar.  She continued be the IBP National Director for Legal Aid, serving under the subsequent respective terms of IBP National President Feliciano Bautista, Officer-in-Charge Retired Justice Santiago Kapunan, and IBP National President Roan Libarios.
 
In 2013, then being the IBP Governor for Greater Manila Region, she was elected as the IBP Executive Vice President, and in 2013, she became the first woman to become the National President of the Integrated Bar of the Philippines. In 2009 she became a member of the Lions Clubs International – Multiple District 301-Philippines and was elected as the Governor of District 301-A3 for the Lion Year 2015-2016.

Practice focus: Ronald's practice focuses on general tax planning, protests of assessments, claims for refund and tax credits, and taxation of commercial transactions, mergers and acquisitions, and business reorganizations. His practice also covers trade and customs matters. He has represented and assisted clients in the power/energy/ renewable energy, oil and gas, food and beverage, healthcare, and manufacturing industries on various tax issues including internal revenue deficiency tax assessments, and various claims for refund before the Bureau of Internal Revenue, the Court of Tax Appeals, and the Supreme Court.

Originally from Barcelona, Spain, he is conveniently located in APAC which enables him to leverage his connections in Europe and the Americas while being in the most dynamic economic region in the world.
 
He has 10 years’ experience in providing individuals and corporates with tailored solutions that will help them to operate and expand seamlessly across international borders. He is well versed in dealing with cross-country, cross-industry clients from various calibres, ranging from MNCs to start-ups. He has thus garnered a broad understanding of the Business Services industry, with a focus on Corporate Secretarial. Roel A. Refran

Roel Arco Refran, a certified public accountant, lawyer and capital markets professional, is Chief Operating Officer of The Philippine Stock Exchange, Inc., Alpha Southeast Asia Deal Awards’ Best Stock Exchange for 2016, 2015 and 2013. Roel chairs the Capital Markets Development Committee of Philippine Chamber of Commerce and Industry, and Board of Trustees of Philippine Fulbright Scholars Association. 

A Professor of Law at Ateneo de Manila University, Roel also teaches at De La Salle University College of Law and University of the Philippines Virata School of Business (UP-VSB) as Professorial Lecturer 1. He was awarded the 2014 Distinguished Alumni Award by UP-VSB.  Roel holds an MBA from Emory University’s Goizueta Business School (USA) where he was a Fulbright scholar, a Business Administration and Accountancy degree, magna cum laude, from UP, and a Juris Doctor degree, Second Honors, from AdMU.

Camille is a Senior Associate at DivinaLaw. Prior to joining the firm, Camille worked in the Manila office of a large U.S. law firm where she specialized in international arbitration and commercial litigation.  She also trained with WilmerHale – a band 1 international arbitration firm in London, and previously worked for the Asian Development Bank’s Financial Sector, Public Management and Trade Division.
 
Camille has published several articles on arbitration in leading outlets, including the International Comparative Legal Guide to Arbitration.  She currently serves as Assistant Vice President of the Philippine Institute of Arbitrators.Camille is a trained arbitrator of the Philippine Dispute Resolution Center and a member of the Chartered Institute of Arbitrators.

Consultant and writer Winthrop Yu is currently Chair of the Philippine Chapter of the Internet Society (ISOC-PH), where he is engaged on technical and policy issues with various stakeholders both nationally and internationally.  Winthrop has been engaged in Internet issues for over a decade and was formerly Senior Vice-President for Advocacies with the Philippine Internet Commerce Society (PICS). Winthrop was also editor of PC Magazine Philippines (Hinge-Inquirer).

Christopher Stephens has been the General Counsel of the Asian Development Bank (“ADB”) since 2013. Mr. Stephens has practiced law for 32 years, including 12 in New York and 20 in Asia.  ADB’s financing and investment operations reached a record $31.5 billion in 2016, comprising 200 projects for sovereign and private sector borrowers throughout developing Asia-Pacific region. In 2016, ADB also raised $20.6 billion in 28 public offerings and 46 private placements and other borrowings, denominated in 14 different currencies. ADB’s legal department includes 85 people, and is responsible for compliance, documentation, negotiation and post-completion administration of all projects, as well as litigation and institutional administration matters.

Ms. Guerrero is currently Senior Vice President and Head of the Legal Department of SM Investments Corporation (SMIC).  SMIC is the holding company of the SM Group, currently one of the largest conglomerates in the Philippines, with businesses in banking, retail, property development, leasing, and tourism.  SMIC’s Legal Department is a shared service composed of at least twenty-eight in-house counsel that oversee the legal affairs of the retail, property development, leasing, and hotels and conventions business units of the SM Group.

Prior to joining SMIC in 2006, Ms. Guerrero was Senior Vice President and Legal Department Head of Singaporean owned, United Overseas Bank Philippines. Previous to that she worked as Vice President in Solidbank Corporation.

Before she began her career as in-house counsel, Ms. Guerrero wroked as a legal practitioner in the law firm of Castillo Laman Tan Pantaleon & San Jose where she handled litigation and corporate transactions for nine years.   

 
Jemy Gatdula

Jemy is a lawyer specializing in international economic law and the World Trade Organization, and philosophy of law. On scholarship from the Cambridge Overseas Trust, Jemy read international law at the University of Cambridge. Upon the invitation of the US State Department, he attended the Study of US Institutes (SUSI) program, focusing on constitutional law and political thought. Jemy is the Secretary of the School of Law and Governance of the University of Asia and the Pacific, and Executive Director of the Philippine Council for Foreign Relations.
 
He continues to work on various issues relating to international law, international trade, and the Constitution. Previously heading the Philippine and Indonesia offices of the World Trade Management Services of PriceWaterhouseCoopers, he provided counsel or studies for multinational corporations, international organizations, and governments, including the PIDS, JICA, ASEAN, the ITC, the WTO, and the OECD.
 
Jemy has spoken before governments and international organizations on matters relating to international law and the Constitution, particularly regarding foreign relations, international trade agreements, Mindanao autonomy, religious freedom, the nature of judicial power, and on family and marriage. He has been interviewed by leading news organizations, such as Bloomberg TV, CNN, ANC, the 700 Club, and the Financial Times, amongst others.

SPEX is Operator of the Malampaya Deep Water Gas to Power Project, which supplies natural gas to power plants with a combined capacity of more than 3,000 megawatts. Staff Officer to Assistant Director - Six years in the Office of the President of the Philippines (Cabinet Secretariat and Presidential Management Staff) supporting high-level policy-makers including Cabinet members. (During the term of President Corazon C. Aquino, 1986 to 1992)
 
Two years in downstream oil and gas (Pilipinas Shell Petroleum Corporation).  Seventeen years in upstream oil and gas: Shell Philippines Exploration B.V., EP Asia Pacific (EPA); and Upstream International Asia.  Legal Affairs Manager of Shell Philippines Exploration B.V. (SPEX) from 2002 to 2006.  Senior Legal Counsel, Shell Upstream International Asia (UIA) based in Singapore from November 2006 to July 2010.  Provided legal support to new business development, exploration ventures, and operations in Brunei, Malaysia, Indonesia, India, Philippines, and Australia.
 
He obtained his bachelor of Ecnomic from Ateneo de Manila University with a Departmental Award for Economic. He got Juris Doctor from Ateneo and got admitted to the Philippine Bar. Furthermore, he pursued Master of Laws in Univesity of Edinburgh. Graduated with distinction and awarded a British Chevening Scholarship.
 
Siegfred Mison

From 1983-1987, Siegfred was a Philippine government scholar and representative to the United States Military Academy at West Point. He earned a Juris Doctor degree from the Ateneo Law School while serving the Philippine Army as an intelligence officer. He obtained a Master’s degree in law at the University of Southern California, USA. Educated in and licensed to practice law here and abroad, Siegfred is a law school professor and has authored various law textbooks. He served the Army for 12 years and was in private law practice for 12 years. From 2011 to 2016, he served the Bureau of Immigration initially as one of two Associate Commissioners and eventually became the Commissioner, for which he was given the 2017 PMA Cavalier Awardee for Public Administration. Most recently, he authored “7 Attributes of Servant Leaders in Public Service”, a collection of learnings, experiences and reflections in the public service.

He serves as the Corporate Secretary and Group General Counsel of Ayala Land, Inc., and Corporate Secretary of Globe Telecom, Inc., Manila Water Company, Inc., Integrated Micro-Electronics, Inc. and Ayala Foundation, Inc.; and a member of the Board of Directors of a number of companies in the Ayala group.
