Haiwen & Partners has hired two key Mayer Brown projects partners: Beijing-based Hallam Chow (L), who was the head of the China projects practice; and Boya Shen, director of projects, who split his time between Beijing and Hong Kong.

The hires come barely months after Haiwen hired Hong Kong capital market veterans Tom Chau, Wang Zhong, and Isaac Chen as partners from Herbert Smith Freehills. The trio are expected to divide their time between Haiwen’s Beijing and Hong Kong offices.

The duo had joined Mayer Brown’s Beijing office together from White & Case in 2018, when Chow was a partner, and Shen was an associate.

Chow and Shen will be international partners in Haiwen’s Beijing office, and consultants in Hong Kong. With practice areas spanning banking and finance, acquisition finance, projects and project finance, and energy and infrastructure, they act for financial institutions and project developers in outbound mergers and acquisitions, green finance and clean energy transactions, and other infrastructure projects in Belt and Road countries. 

According to Mayer Brown’s website, the firm now has four partners in Beijing, namely Ian Lewis, Tom Fu, Matthew McConkey and Zhang Jing. However, none are based full-time in the capital, instead splitting their time between Washington, DC and Hong Kong.
