The Honourable Mr Justice Robert Tang Kwok Ching
Permanent Judge
Hong Kong Court of Final Appeal
 

Justice Tang was appointed a Permanent Judge of the Court of Final Appeal on 25 October 2012. He was born in Shanghai in 1947. He is married with 2 children. He received his legal education in England and obtained a LLB from the Birmingham University in 1969. He was called to the English Bar at Gray's Inn in 1969 and to the Hong Kong Bar in 1970. He was appointed a Queen’s Counsel in 1986 and became a Senior Counsel in 1997. He was a Recorder of the Court of First Instance from September 1995 until his appointment as a Judge of the Court of First Instance in April 2004. He was appointed a Justice of Appeal in January 2005 and a Vice President of the Court of Appeal in November 2006. He was appointed a Non-Permanent Hong Kong Judge of the Court of Final Appeal in September 2010.

Whilst in private practice, Mr Justice Tang was at various times, the Chairman of the Hong Kong Bar Association, the Criminal and Law Enforcement Injuries Compensation Boards, the Independent Police Complaints Council, the Town Planning Appeal Board, the Takeovers and Mergers Panel, and the Securities and Futures Appeal Panel. He was also at various times, a member of the Judicial Service Commission, the Appeal Board on Public Meetings and Processions, the ICAC Complaints Committee and the Exchange Fund Advisory Committee of the Hong Kong Monetary Authority, and a non-Executive Director of the Mandatory Provident Fund Schemes Authority.

He is a member of the Judicial Officers Recommendation Commission which recommends judicial appointments. He is a trustee of the S. K. Yee Medical Foundation as well as a member of the International Advisory Board of the Hong Kong International Arbitration Centre. In 2004, Mr Justice Tang was honoured with the award of the Silver Bauhinia Star. He is an Honorary Bencher of Gray's Inn.

Grace has over 10 years of experience in advising regional and international businesses on IT and telecom contracts and providing legal support in a broad range of commercial and related matters across the Asia-Pacific region. Philip Monaghan

Mr. Philip Monaghan was appointed to the position of Executive Director (General Counsel) of the Competition Commission (Commission) in June 2014. Immediately prior to his appointment to the Commission, Mr. Monaghan was in private practice in Hong Kong with an international law firm advising Hong Kong businesses, Asian companies and global multinationals on competition law issues arising under antitrust laws worldwide.

Before relocating to Hong Kong in 2007, Mr. Monaghan worked in the competition and economic regulatory departments of international legal practices in London and Brussels. With over a decade of experience in competition law, his private practice work has covered competition compliance, restrictive agreements and cartels, abuse of market power matters and multi-jurisdictional merger control.

Mr. Monaghan has represented clients involved in antitrust investigations and reviews conducted by various international competition authorities. He has been legal advisor to one of the United Kingdom's sectoral economic regulators and has assisted UNCTAD, the ASEAN Experts Group on Competition and regional Asian authorities with competition capacity building initiatives.

Mr. Monaghan was admitted as a solicitor in Hong Kong in 2009. He is also admitted as a solicitor in England and Wales and in the Republic of Ireland (though currently non-practicing in the Republic of Ireland). Mr. Monaghan graduated with an LLB (Hons) from Queen Mary, the University of London. He also holds a Postgraduate Diploma in EU Competition Law from King's College London and an MA in French literature from the National University of Ireland (Dublin).

 

Dean Ward

Dean is currently the Head of Risk Sales Specialists for Thomson Reuters Hong Kong and North Asia. He started as a researcher for a company called IntegraScreen but after the acquisition by World-Check, he moved into a client facing role helping manage due diligence assignments on behalf of clients. After the acquisition of World-Check by Thomson Reuters in 2011, he was asked to head up their due diligence business across Asia Pacific. He has worked with some of the world's largest banks and Multi National Corporations assisting them with their Anti-Money Laundering, Anti-Fraud, Pre-IPO, M&A and KYC due diligence helping them identify and manage compliance and regulatory risks.

 

Raymond Min-Yaw Goh
Director, Global Investments , Legal & Compliance

Raymond is the Director, Global Investments, Legal & Compliance, of Anbang International Holdings Co. Limited with oversight over Anbang Insurance Group’s strategic and principal investments around the world. His recent transactions include the acquisition of several landmark hotels and office towers in New York, Toronto and Vancouver as well as Tong Yang Life Insurance Co., Ltd., a leading South Korean insurance company listed on the Korea Stock Exchange.

Prior to that, he was inhouse counsel with a leading bulge bracket investment bank where he focuses on capital markets transactions (debt and equity), crossborder mergers and acquisitions, strategic initiatives and principal investments.

He was also formerly in private practice with one of the Magic Circle law firms and has worked in New York, London, Beijing, Shanghai, Hong Kong and Singapore. His transactional experience includes several landmark transactions which were awarded the Restructuring Deal of the Year, Private Equity Deal of the Year, M&A Deal of the Year and China Deal of the Year by various international financial and legal publications. Raymond is a graduate of Columbia Law School and is fluent in English and Mandarin.

 

Kapil Kirpalani
Vice President, Legal and Compliance Officer

Kapil Kirpalani joined HarbourVest in 2014 as Vice President, Legal and Compliance Officer in Hong Kong with responsibility for the Firm’s Asia compliance program and assisting with legal and compliance matters relating to the Firm’s global operations and products.

He joined HarbourVest from Ortus Capital Management, where he served as Legal Counsel and was a member of the Management Committee. Kapil’s prior experience also includes six years as Director of Legal and Chief Compliance Officer at Pacific Harbor Capital.

Kapil received an LLB (with honors) from the University of Durham and an LLM from Nottingham Law School. He holds a post-graduate diploma in International Corporate Law from the London School of Economics and Political Science and has completed further studies at the Judge Business School, University of Cambridge.

 

Atty. Francisco Ed. Lim

Atty. Francis Lim is a Senior Partner and a member of the Executive and Special Committees of the Angara Abello Concepcion Regala & Cruz Law Offices (ACCRALAW).  He is the former president of the Philippine Stock Exchange and the incumbent president of the Shareholders’ Association of the Philippines (SharePHIL).  He is also the Chairman, National Competitiveness Committee of the Management Association of the Philippines, Chairman, Judicial System Working Group of the National Competitiveness Council, and a trustee of the CIBI Foundation, Inc., FINEX Research & Development Foundation, Inc. and the Judicial Reform Initiative, Inc., and a Fellow of the Institute of Corporate Directors. 

Atty. Lim is a law professor in the Ateneo de Manila University, the San Beda Graduate School of Law and a professorial lecturer and the Vice-Chair of the Commercial Law Department of the Philippine Judicial Academy. He is also a director of several public companies, among which are the Energy Development Corporation, The Insular Life Assurance Co., Ltd., Producers Savings Bank Corporation and Tower Development Bank, Inc.

Atty. Lim was closely involved in the enactment several Philippine laws such as the Financial Rehabilitation and Insolvency Act (FRIA),  Credit Investment System Act (CISA), Real Estate Investment Trust Act (REITA), Personal Equity Retirement Account Act (PERAA), and the Philippine Competition Act. He  was also involved in the formulation of several Philippine procedural rules such as the Interim Rules on Intra-Corporate Controversies, Rules on Electronic Evidence, Rules on Notarial Practice, Rules on DNA Evidence, Financial Rehabilitation Rules of Procedure, and the Financial Liquidation and Suspension of Payments Rules of Procedure.  Atty. Lim is a member of both the Philippine Bar and the New York State Bar.

 

Atty. John Paul M. Gaba|
Partner and Monitor, Intellectual Property Department

John is the current Secretary and Member of the Board of Trustees of the Intellectual Property Alumni Association, Inc., and the current Assistant Treasurer of the Integrated Bar of the Philippines – Makati City Chapter. He is currently a member of the Asian Patent Attorneys Association, the ASEAN Intellectual Property Association, and the Intellectual Property Association of the Philippines. Mr. Gaba is currently a Regular Member of the Philippine Supreme Court Subcommittee on E-Commerce and a Regular Resource Person of the Philippine Supreme Court Subcommittee on Notaries Public. He is the current Chairperson of the Philippine Supreme Court’s Technical Working Group on the Electronic Filing Project.

He has also served as Panelist and Moderator in a number of seminars and workshops for various topics concerning software protection (2007), IP best practices (2007), technology commercialization strategies (2009), and intellectual property protection (2010), and served as Lecturer in various seminars for corporate clients on data protection and data privacy (2012 and 2013).

 

Sandra Liu
Senior Legal Counsel

Sandra is the Senior Legal Counsel of the PCPD.  She joined the PCPD in 2008.  She leads a team to provide legal advisory services to the PCPD and undertake litigation related work.  She is in charge of the provision of legal services under the PCPD’s Legal Assistance Scheme. She was involved in the review of the data protection legislation, which culminated in the enactment of the Personal Data (Privacy) (Amendment) Ordinance in 2012. She has also participated in other major projects and new initiatives including the Guidance on Personal Data Protection in Cross-Border Data Transfer and the Survey Report of Public Registers Maintained by Government and Public Bodies. 

Sandra attained her professional qualification as a solicitor in Hong Kong with a Bachelor of Laws degree obtained from The University of Hong Kong. She holds a Master of Laws (Chinese and Comparative Law) from The City University of Hong Kong.  Before joining the PCPD, she was a private practitioner focusing on civil litigation.

Lily Chan is currently the Director of Corporate, External & Legal Affairs of Microsoft Corporation responsible for privacy, data protection and cybersecurity across Greater China Region based in Beijing. Before joining Microsoft in 2014, Ms Chan was the Legal Director of Nokia Corporation leading the APAC Legal Team advising on all company functions including sourcing, procurement, logistics, sales and marketing, privacy, licensing, intellectual property, litigation, employment and compliance. Prior to that, Ms Chan was an associate with Baker & McKenzie (Hong Kong) practising intellectual property and internet laws. Ms Chan received her LL.B. (1997), Postgraduate Certificate in Laws (1998) and LL.M. (IP/IT) (2004) from the University of Hong Kong.

 

Fred Sheu

As National Technology Officer at Microsoft Hong Kong, Fred Sheu supports policy decision and delivers technologically relevant and scalable solutions into Hong Kong market. His main objectives are to align IT value propositions to public policies in such areas as healthcare, education, the environment, and local social and economic development; and to promote a digital agenda in top policy areas, including innovation, security and privacy, technology neutrality, accessibility, and interoperability.

Prior to Microsoft, Fred worked with Hewlett Packard (HP) Enterprise where he was the General Manager of Software for HPE Hong Kong. Fred is an active veteran in Hong Kong ICT industry, he serves in councils of Hong Kong Computer Society (HKCS), itSMF Hong Kong Chapter and the Hong Kong Information Technology Federation (HKITF). Fred graduated from the University of Manitoba with a Bachelor of Computer Science (Hon) degree.

 

Dennis Cai

Dennis has 12 years experience in international domain name dispute resolution, Online Dispute Resolution (ODR) and digital brand protection. He was recently appointed as President (Policy and Compliance) and new member of Board of Directors at Dot Trademark to oversee policy setting, compliance and complaint handling.

He was previously Assistant Secretary-General of the Hong Kong International Arbitration Centre (HKIAC) and Secretary-General of Asian Domain Name Dispute Resolution Centre (ADNDRC) where he oversaw IP and domain name dispute resolution proceedings and the setting up of different policies for new gTLDs in Hong Kong. Mr. Cai is a member of the Hong Kong Institute of Arbitrators (HKIArb), Licensing Executive Society China (Hong Kong Sub-Chapter), Hong Kong Institute of Directors (HKIoD), and Hong Kong Institute of Legal Translation (HKILT). He is also a holder of two legal masters degrees, namely LL.M. in WTO Laws and MA in Arbitration and Dispute Resolution.

Sasha joined American Express Global Business Travel in November 2014 as Vice President, Compliance & Risk, APAC, from 3M, where she was the company’s first APAC Compliance Counsel and built a brand as a trusted advisor who helped leaders grow their businesses in a compliant and sustainable manner. Prior to joining 3M, Sasha served as the APAC Regional Compliance Counsel for Avon Products, Inc. Sasha began her law career at Miller & Chevalier in Washington, D.C. Eric Lai

Eric Lai is the General Counsel of China Huarong International Holdings Limited. Mr. Lai joined Huarong International in October 2014. Prior to joining Huarong, Mr. Lai was legal counsel and head of compliance at Winnington Capital Limited, an alternative fund manager managing real estate pe funds and long/short equity hedge funds, overseeing transactions and compliance matters. Before that, he worked at Sidley Austin in Hong Kong, advising on M&A, PE and corporate financing matters. Eric is Hong Kong law qualified and received his LLB in the University of Hong Kong.

 

Sim Sze Kuan

Sze Kuan is the Vice President, Legal of a listed company in Hong Kong. He was previously a partner in private practice at Singapore law firm Khattar Wong and Partners. He left practice to found a dot-com startup during the exciting 2000s, and subsequently joined one of Asia’s largest private equity venture capital funds focused on the biotech and healthcare sector. He is admitted in the jurisdictions of England and Wales, Singapore, Hong Kong and New York. He graduated from the London School of Economics and Political Science. He has been involved in too many cross-border dispute resolutions involving diverse subject matters.  

 

Michael Ting

Prof Julien Chaisse

Before joining the CUHK Law Faculty in 2009, Prof. Chaisse served in the Ministry of Foreign Affairs of France, and started his academic career in Europe. Since then, Prof. Chaisse is frequently invited as a guest lecturer to many academies and universities around the world, including the Academy of International Investment and Trade Law, Columbia University, Brown University and Boston University (U.S.), Passau University (Germany) and Melbourne University (Australia) where he is a Senior Fellow to the Law School.
