The general perception of Japan’s legal industry is that it is very Tokyo-centric, but in reality, there are a number of excellent law firms that are headquartered outside the metropolis. In this inaugural ranking, ALB spotlights 10 standout performers. The list is in alphabetical order.

Japan is not just Tokyo. The country has seen economic growth in several other cities and regions, such as Fukuoka, which has seen flourishing trade with and tourism from neighbouring coun-tries such as China and South Korea; and Nagoya, which continues to enjoy a robust economy as Japan’s traditional automobile industry hub.

Likewise, Osaka and its surrounding areas, including Kyoto, is one of the largest industrial centres in Japan, where many famous international companies have headquarters, including Nintendo, Panasonic, and Daikin Industries. It is only natural that law firms would flourish in this environment of entrepreneurship and innovation, and this ALB ranking highlights 10 of the best of them.

Established in Osaka in 2003, Abe & Partners has eight lawyers and is expe-rienced in intellectual property (IP) with a special focus on the pharmaceutical industry. Its clients include large over-seas pharmaceutical corporations.

Chuo Sogo Law Office, also head-quartered in Osaka, has branches in Kyoto and Tokyo. With 56 lawyers including 30 partners, the firm has strengthened its ties with law firms in foreign countries, which enables it to offer cross-border services.

Daylight Law Firm is one of the biggest law firms in Fukuoka, located on Japan’s western island of Kyushu, which acts as a gateway to China, South Korea, and other Asian countries.

Besides its main office in Fukuoka, Daylight Law Firm has offices in Kitakyushu and the U.S. state of Hawaii. Its strategy is to offer expert advice from lawyers as well as qualified accountants, tax specialists and the like.

Established in 2009, the Kagoshima-based Grace Law Office now has five offices in total, including in Tokyo and Fukuoka. Kagoshima is in the southern part of Kyushu, and it has a long history of being a port for overseas trade. The firm’s strength is in labour and employ-ment law, but it also offers support for other kinds of work, from disputes to M&A.

Meilin International Law Firm was established in 2010 in Fukuoka. Thereafter, it expanded as business between Japan and China grew. It now has branches in Tokyo, Hong Kong, Shanghai, Ho Chi Minh, Hanoi and Singapore. With a special focus on M&A and IP, Meilin helps Japanese companies expand to China and Southeast Asia. The firm has 29 lawyers including five partners.

Osaka-based Murashima Law & Tax Advice is experienced both in domestic and international-related practice areas. Its goal is not to expand in size, but to provide satisfactory professional services. To make it happen, it has taken a flex-ible approach: To set up ad hoc teams using outside lawyers and other profes-sionals within its network depending on the nature of each case.

Oh-Ebashi LPC & Partners is a long-established big firm with more than 160 lawyers including 62 partners. Having opened in Osaka in 1981, it has added offices in Shanghai, Tokyo, and Nagoya over the past four decades, offering full services from M&A to anti-monopoly and IP. One of its key strategies is to keep up with new practice areas such as information technology (IT) and inter-national compliance. As a result, it has seen robust demand for legal advice in these areas, in addition to staple issues like M&A and disputes.

Established in 2017 in Nagoya, Olympia Law Office has 13 lawyers, each with their own specialised area. These specialties include restructuring, labour, and financing. The firm has also seen a demand rise in China-related business, compliance and IP in recent years.

Since its establishment in 2004 in the city of Kitakyushu, Otemachi Law Office has expanded its size and practice areas, adding a second office in neigh-bouring Fukuoka. It has 18 lawyers in total. Its focus has been corporate issues, including M&A, restructuring, compli-ance and labour.

Based in Nagoya, Tokai Sogo advises on corporate issues such as compliance, labour, M&A and international busi-ness, as well as new areas like artificial intelligence and fintech. Given Japan’s increasing business ties with China, a Chinese-licensed lawyer joined the firm five years ago, enhancing Tokai Sogo’s international practice team.

首都圏外の法律事務所トップ10

日本は東京中心だと思われがちだが、首都圏外の地域で活躍する法律事務所は多数存在する。ALB初の「首都圏外の法律事務所トップ10」では、首都圏外の都市部または地域において、特に目覚ましい活動を行っている法律事務所を紹介する（表記はアルファベット順）。

東京だけが日本ではない。福岡等、中国や韓国をはじめとする近隣諸国との貿易とこれらの国々からの観光客に支えられて経済が成長している地域はいくつかある。名古屋圏の経済は従来から日本の自動車産業の中心地として活況を呈し、近畿地方は日本でも有数の工業地域であり、任天堂、パナソニック、ダイキンなど、多数の著名な国際企業が本社を持っている。

2003年に大阪に設立された阿部国際総合法律事務所は、8人の弁護士が所属、知的財産（IP）等に精通している。中でもヘルスケア産業に重点を置いており、顧客には海外の大手製薬会社も含まれる。

弁護士法人中央総合法律事務所は大阪を本店事務所とし、京都と東京に支店事務所がある。30名のパートナーを含む56名の弁護士が在籍、諸外国の法律事務所とのネットワークを強化して国際取引にも対応している。

デイライト法律事務所は、中国、韓国、及びその他のアジア諸国とつながる玄関口である九州は福岡の、最大の法律事務所の1つだ。福岡本店事務所の他に、北九州と米国のハワイ州にもそれぞれ事務所を構えている。その戦略は、会計士や税理士等の専門家もアドバイスを提供することである。

弁護士法人グレイスは、2009年に鹿児島に設立された後順調に事業を拡大し、東京・福岡を含む計5か所に事務所を構えている。九州南部にある鹿児島は日本と諸外国をつなぐ港としても長い歴史を持つ。同事務所は労務関連を得意とするが、商事、紛争、M&Aなどのサービスも提供している。

明倫国際法律事務所は2010年に福岡で設立されて以来、日本と中国間の取引拡大に伴って事業を拡大し、東京、香港、上海、シンガポール、ハノイ、ホー・チ・ミンに事務所を開設、今では5名のパートナーや海外資格保有者を含む29名の弁護士を擁する。日本企業の中国及び東南アジアへの事業拡大に関するアドバイスを行っており、特にM&AとIPを重点的に扱っている。

大阪を拠点とし、紛争、仲裁、M&Aなど、国内及び国際案件の両方において豊富な経験を持つ村島国際法律事務所は、規模の拡大よりも質の高い専門サービスの提供を目標に掲げている。そのため、独自のネットワークを通じ、外部の弁護士及びその他の専門家と共に、法律相談の内容に応じて各案件ごとにチームを編成するという柔軟なアプローチを採用している。

弁護士法人大江橋法律事務所は、62名のパートナーを含む160名以上の弁護士が在籍する、長い歴史を持つ大手法律事務所である。1981年に大阪で設立され、過去数十年の間に上海、東京、名古屋にも事務所を開設。M&Aから独占禁止法、IPに至るまで幅広い法務サービスを提供している。ITや国際コンプライアンスなどの新たな取扱分野に対応することを重要なポリシーの1つに掲げており、その結果、株式公開買い付けや紛争といった必須の法務サービスだけでなく、IT関連の規制及び国際コンプライアンスに関する法的助言の需要も増えている。

2017年に名古屋で設立されたオリンピア法律事務所の強みは、13名の弁護士がそれぞれ専門分野を持っているという点である。清算、労務、財務といった専門分野の中でも、ここ数年、法曹界で注目される中国関連の取引やコンプライアンス、IP面での需要が増加している。

2004年に北九州市で設立されて以来、大手町法律事務所は事業規模と取扱分野を拡大しており、近隣の福岡市に2つ目の事務所を開設した。総勢18名の弁護士が在籍し、主な取扱分野はM&A、再編、コンプライアンス、労務などの企業法務である。

名古屋を本拠とする弁護士法人東海総合は、コンプライアンス、労務、M&A、国際取引などの企業法務に加え、人工知能、フィンテックといった新たな分野に関する助言も行っている。日本と中国間の取引が増えている状況を受け、同事務所は5年前に中国の弁護士資格を持つ弁護士を迎え、国際業務を強化している。
